What is this sound please

This is my first time posting, i dont reallly know where i am supposed to ask this question. There is a noise in my village right behind my back garden fence. It is a ladies robotic voice, it speaks, muffled not sure what it says, then the sound of a jack hammer then it says scanning codes. Happens at different times during the day. I have a video recording of it but it says the file is too large so i dont know how to upload it. I need to know what it is. I have had a look in the graveyard behind my house and cant find anything. It really scared me

People will probably not be able to help unless you post the location where you heard this.
It could be anything that has outdoor speakers. Maybe it means something or maybe it is malfunctioning and generating some random preprogrammed message.
