What is this sound?

I used to hear regular voice dispatch on this frequency. Now I just hear this sound (listen to attachment). Can anyone tell me what this is?

Sounds like an Edacs system that has a glitch. It might also be an Encrpyted channel. What kind of frequency is it 800, uhf, vhf?

I'm going with encryption then because it's vhf (154.4000). Well that sucks!

Does not sound like encryption, just digital voice. maybe it is Pro Voice or AEGIS

Those aren't monitorable with a digital scanner correct? I have a pro 96, I guess I can just give it a try. I recorded that file on an analog scanner.

This is monitorable with a 96, AEGIS, ProVoice, and encryption can not be monitored with any scanner.

Strange sound

I've heard this same digital noise here in Hot Springs Ar too and always wanted to know what it was. On mine a PL tone pops up with the digital noise transmission.

I have the same thing in Bettendorf, Ia Police. No record anywhere of Bettendorf having digital. Edacs system.

Strange noise

That same noise comes up on a vhf freq here in central ar and i have never heard any voice traffic yet.
When the noise starts its motorboating a PL 67.0 appears. I'm not sure if its encryption or a system thats not monitorable. May even be some sort of a data being transmitted.

Bettendorf does have mobile computer terminals, could be signals to them.
