I found a strange sound on ~7.1 MHz, (my radio has a slide tuner so it is hard to tell the exact frequency it is on however it is quite accurate). I was wondering if anyone knew what kind of encryption this is, or if it is encryption at all.

You're in one of the many ham bands, so encryption is not allowed here. It's hard to be sure, because it's not tuned correctly, but it sounds like one of the Multi Frequency Shift Keying (MFSK) or faster modes that use Phase Shift Keying (PSK).

With the right software, it's readable...Mike

It's multiple 60 wpm Baudot RTTY stations on slightly different frequencies heterodyning with eachother.
Probably a RTTY contest was going on when the recording was made.

Definitely what it is and he should be turning them in single-sideband mode rather than in AM mode (but his radio may not have that mode).
