Sorry if this is a stupid question. Could someone explain to me what the TRACON is?

Terminal Radar Control Facility (TRACON). A terminal ATC facility that uses radar and nonradar capabilities to provide approach control services to aircraft arriving, departing, or transiting airspace controlled by the facility.

What is usually the range? Would I be able to monitor Cleveland from the Canton/Louisville area?
Half of it
Being your are in Canton, you will probably hear at least half of the Airplanes calling Approach for Cleveland, given your distance, but it is most unlikely you'd hear the airport side of the call, given your distance.
For most common scanner setups even with an outside antenna, unless you are in a very high place, you probably won't hear an airport 30 miles away (the tower itself).

Yeah, I know what you're saying there. I can barely hear Akron/Canton's Tower. Thanks for the responses.
