That is not an antenna at all. This is a shield for temperature and humidity sensors on a weather station set up.

I do agree that it is a weather station. However, Verizon installed an antenna that looked similar to this at my grandmas house to get better cell signal and it looks similar to this.

I agree with all the replies regarding weather instrument shielding; HOWEVER, I'd love to see this antenna that DRAYD48 referred to and learn more about it.
