What state and county are you in? If you're using EDACS ProVoice or AEGIS than there's no scanner out there for you. If you're using an APCO-25 system, without encryption, than I would recommend the PRO-96 or PRO-2096 from RadioShack. I would wait to see what other members say before you purchase one, though.

I believe Allegan is in Michigan. Checking the RR database, it appears that Allegan Cty and city have VHF-high allocations, but Allegan Cty seems to have added an encrypted EDACS system, which means you are out of luck in the near future as the shift is made. And there is also the Michigan state P-25 system to consider, That will require a Radio Shack 96 or 2096, or one of Uniden's latest offerings.

You would do well to ask this in the Michigan Forum, where listeners more familiar with your area can make better informed suggestions.

Then have your radio people set up a portable or mobile unit out of your county's radio inventory for your use.
