What program to use?

I need a program that would provide Conventional voice with CTCSS to Rdio-Scanner, and runs on Windows. Anything out there?

I would suggest using a Uniden scanner with Proscan handling the recording. Rdio-Scanner can ingest Proscan recordings. You can even use a fairly basic radio like a BC125AT for this purpose. I believe Sdrtrunk can also do NBFM with CTCSS, but I am not super familiar with SDRtrunk.

I am having no luck with the scanner route. Would really like something using my SDR dongles. Might even look at Linux if nothing works on Windows...

You will need to have

SDRTrunk, or UniTrunker which are free

or

DSDPlus Fastlane which is not free but is reasonable.

SDRTrunk does not offer CTCSS
No experience with Unitrunker, will look into it.
DSDPlus does not appear to support CTCSS
