I want a small handheld scanner, cb, and FRS radio system with max range. Would also prefer it to run on very few batteries. Can I scan Pa state police? Who makes the best scanners and hand held CBS? How about the CObra road trip CB and one of those nascar scanners that runs on 2 AA's?

Look at this one

Uniden | A World Without Wires - BCD396XT

If you want to listen to the PA State Police you will need a digital scanner like the one above. This will also do racing. The specific racing scanners actually do less than a scanner like this and quite frankly the racing scanner is just a gimmick as the above scanner will work for racing also.

That takes care of the scanner. Others can chime in about the other questions.

Even the great 396XT will not decode the Penn State Police, for they are using OpenSky. A proprietory non-scannable digital system. So, even a lowly NASCAR scanner running on two AA batteries won't do it. <Just a little sarcasm;) > The best place to ask about CB's, is in the CB forum. FRS radios, with all their claims about greater than 2 mile reception, is all bull pucky. The best you can get in ideal terrain and fresh batteries, is about 1/2 mile. Sorry to be the bearer of bad news:(

this would be better in PA forum. PA is not completely on Opensky as of yet. Some in the eastern part of state are. However most in western pa are not.
