Also rare for new ltr. Most are converting to DMR.

I find that it's always a good idea to scan though new FCC grants every six months or so. For counties of interest to me, I go to the county's RR data page, then I click on 'FCC Licenses', then I select 'Display Last 100 FCC Grants in XXXXX County'. Just today I found several unexpected surprises for Independence County and Van Buren County, too. I've plugged them into the scanner and I'm waiting for activity...
