If you're talking about the Orange County Fire Authority in Southern California, then all you need is an analog trunking scanner that monitors the Motorola Hybrid II system. I own a Radio Shack PRO-97, which I bought nearly three years ago. I haven't been in the market recently for a scanner, so I don't know about the newer models, but I do know that anyone can monitor OCFA. The only frequencies in Orange County you can't monitor are local police departments and the Sheriff's who are digital and encrypted. Someone might try to sell you a digital scanner for $500, which will enable you to listen to lifeguards, park rangers, public works and the like. You'll have to decide if the extra $300 is worth it to listen to these agencies. My advice, visit the Ham Radio Outlet store on Euclid Avenue in Anaheim first and check out their scanners. The people at HRO are more knowledgeable on scanning than the people at your local Radio Shack.
