Hi am looking to buy a new scanner for Portland. Do I need a digital scanner to listen to Portland?
What type of Scanner for Portland Area?

No. They should still be using the analog system for a few more years.
Most agencies in the tri-county (quad-county?) area are still on analog 800MHz motorola systems. That being said, there is a bit of digital now, and more being built.
If money is the limiting factor, definitely pick up an analog scanner. If your budget is a little more flexible, get a digital unit.
