Should I buy to listen to CLAY COUNTY MISSOURI SHERIFF and LIBERTY MISSOURI POLICE
dispatcher? Would like to get some sort of handheld/portable that I can take to porch to listen and/or
plug into outlet...old retired guy just like to listen to local stuff going on. Plus crime is increasing
in this small town and want to keep track of things. I can get Liberty Police on the live audio here,
but Sheriff live audio is no longer online here.
Thanks for the help..

Trunked Radio Systems - The RadioReference Wiki

That should explain it.

Digital Police Scanner Radios
These are all digital scanners. You may find better prices around online, but those are the models that will work for the systems near you.

Amazon.com: Radio Shack Pro 97 Triple-Trunking Handheld Scanner: Electronics

Don-

The Pro-97 is an older version of the Pro-164, and both of those scanners are analog only. To listen to the Sheriff's Office in your area, you will need either a Pro-197, Pro-2096, Pro-96, Pro-18, or Pro-106 from RS, or any of the following Uniden models: HomePatrol (HP-1 for short), BCD996XT, BCD996T, BC796D, BC296D, BCD396XT, BCD396T. Those are the only scanners capable of tracking a P25 trunking system like what the KC metro uses. I may have omitted a scanner in that list, but that'll give you a great head start. All of the digital scanners I listed are also capable of tracking analog trunking like what Liberty PD uses.

Does that help you?

Liberty is VHF conventional and not analog trunking.

The RS and GRE scanners work great on 800mhz and do good with p25 but fail with VHF around KC. The 996xt and 396xt work good with VHF around KC and with the latest update work good with P25

Digital Scanners Iowa

I live in Davenport, IA and recently bought a RS PRO-164 only to find out we are going digital in January! So, I have not even been able to use it and it's already obsolete in my area. So, from what I have been able to learn is I should probably check with someone who knows more about it than I do. I am interested in the PRO-197 or the PRO-106. I also understand they use the RACOM-EDACS trunking in my area. Will these scanners work for this? Any tips are appreciated!

Thanks!

Take a look at the link I posted a few posts above this. It has a list of Digital scanners. You will need one of those. Both of the scanners you mentioned are in there and they are all able to track an EDACS system.
It may be worth keeping the one you have now and running both scanners. That way you can use certain systems on one and others on the other. Then you will not miss as many things. Thats what I do with my scanners. I have 2 scanners, my minitor, and most of the time my radio all running at the same time. Each is dedicated to a certain group of channels. You will be able to hear a lot more going on. For example, when there is a medivac helicopter coming in for a accident, one scanner is locked on the freq that the rescue crews are working on, and the other is on the LZ command freq and the Lifenet freq. My pager is then still on listening to fire dispatch. You can hear a lot more things happening when a lot is happening.
Its just a suggestion, but really consider keeping the other scanner.

Terri-
I have a 164 tuned to the RACOM system where I live, and it works perfectly. If Davenport goes P25 you'll want to get either of the other two scanners you listed. They will follow that system as well. Another tip, you may want to get some programming software for your computer geared toward the scanner you purchase. The trial software from RadioShack works, but only on a seven day trial. If interested, I would be willing to help you program the RACOM system into the scanner. I have a programming cable/software I bought for my 164 that will likely work for the scanners you're interested in. Shoot me a PM if you're interested and maybe we can work a deal out.
