What we have here is a failure to communicate

Talk about organized confusion. We had a driver here DUI initially causing a 3 car MVA along with some propert damage. Driver speeds off causing at least 4 more MVA's. The 3 or 4 city officers chase the guy and get him stopped in the high school parking lot. Meanwhile the Sheriff's deputy in town radios dispatch asking her to ask the local PD if they need any help with traffic control accident scenes etc.. PD responds back to dispatch yes.

Is it just this city & county (Atchison) that are apparently unable to communicate with each other directly or is it standard throughout the state?

No I think it's common everywhere in every type of public safety agency anywhere.

Our province just went to a provincial radio system where all they have to do is switch the channel to communicate with another provincial department.

Ex. MNR (Ministry of Natural Resources) were in pursuit of a vehicle. Meanwhile that's something that the OPP (should be doing) well they eventually did, however even though these 2 agencies are on the same system not once at any given time were either of these agencies on the same channel while pursuing the vehicle. Both were being relayed messages through the communication centre. I have heard calls before when there's been pursuits cross over to another detachments area, but then again they all use the same talkgroup anyways.

I think all these agencies could have the best of the best in a radio system, but they still don't like to change the channel. Even though there are common channels to go to for things like this.

Before Salina/Saline County consolidated the Jail (Sheriff's Office) and Dispatch (Police Department) we used to each dispatch our own officers. If something was needed, a PD officer could talk to an SO officer. Most of the time there is no need.

Since we combined it is a mute point as we are all on the same channel.

Atchison City & County are dispatched by the the county communications center. It's amazing that hey don't have a common channel to talk to each other on. I'd think they'd at least have a scanner so they could monitor each others taffic, but thats not the case either.
