For example in Illinois if I attempt to listen to Will County Simulcast (P2)

Would I hear anything?

You won't hear anything but you will still see all the control channel information. Only possibility to hear would be in the event a P1 radio affiliated to a P2 talkgroup it would fall back to P1 modulation.
