whats CIT & ROVER 16

what are these two tg's on abq/bern system stand for like one of them is CIT & that for detetives or what? second one is APD ROVER 16 & they use it for? please let me know if anyone knows. thanks!!

CIT is the Crisis Intervention Team detectives. If you listen to Rover 16, you will hear the VAST Units (2 L XX's).
