Yeah, KampingAnthony, receiving two-way radio isn't like receiving broadcasts. Police radio systems have much lower transmitter power (like 1% of a broadcast transmitter), shorter towers, antennas optimized NOT to broadcast outside of the community/jurisdiction of the agency in question, and at that range, are below the horizon. 250 miles is way too far away unless you're willing to sink a couple thousand dollars into antennas and a preamp.
To put it in perspective: we have a ham repeater here in Houston that is situated higher than HPD's headquarters tower, and I can only hear it twenty-five miles away.
The general rule with VHF/UHF signals is if you can't see it, you can't hear it.
