The input frequency is the one mobile radios use to transmit to a repeater.
Normally you don't need to program it in a scanner.

If you have the memory, though, programming in the input side can give you some information...basically, if you hear something on the input side, the person talking is usually within 2-4 miles of your scanner (line of sight). Note that you won't hear any replies while listening on the input side.

For example, with Close Call, if you get a hit from a mobile unit, the hit will show the input frequency.
