The antenna I have covers 140-175mhz
That's the frequency range the antenna is best designed for, but certainly not the only frequencies it will receive.

A paperclip isn't designed to receive anything but they work quite well for receiving pretty much anything that's pretty close to you.

My Pro-197 picked up a county that is simulcast is that possible with a Pro-197

Does digital signals like P25 800 have a shorter range compared to conventional frequencies when I received it from the county beside me about 30 miles my scanner has 2-3 bars with a outside antenna

Well, it all depends. Usually, digital would probably go a little farther than analog because it's not affected by as much interference, but at the same time, 800 MHz won't typically go as far as UHF or VHF, but there are exceptions depending on terrain, interference, skip, and other factors.

RF is RF and there are many factors that will effect how far it will or may travel, moving the scanner a few inches will make a difference in reception and possibly loss of signal completely, analogue and digital is the modulation form that travels on the RF.

If these are frequencies you'll be monitoring frequently use Sentinel and program a favorites list. If you solely use the zip code function you'll end up scanning the full database of everything within the range you set it to and likely end up having to scroll through agencies you have no interest in.

My Pro-197 picked up a county that is simulcast is that possible with a Pro-197
You just answered your own question. Not everyone will have the same luck as you

It wouldn't connect to the main router I use it's a Netgear AX1800 4 Stream dual band wifi 6 and the scanner will connect to ATT Router, why that could be but I prefer to use the Netgear

I need help setting up the web server I did all the steps but when I got to the metadata it didn't show proscan to click at the bottom

Everything went good till step 18
Metadata setup looks okay.

Does the display in ProScan show the same as the scanner indicating that ProScan is communicating with the scanner?
I see at the very bottom of ProScan that the baud rate is 115200 so ProScan is using the comm. port and not the URL(Wi-Fi).

Do you want the Wi-Fi or Comm. Port method to communicate with the scanner?

{edit} You want to get ProScan communicating with the scanner first so do these steps.
1) Go to the Comm. Port menu
2) Select URL in the Port box
3) Click the URL Setup button
4) Click the Auto Detect IP Scanners button
5). See if the scanner shows in the list. If so then click the Set Selected... button
