Metadata setup looks okay.

Does the display in ProScan show the same as the scanner indicating that ProScan is communicating with the scanner?
I see at the very bottom of ProScan that the baud rate is 115200 so ProScan is using the comm. port and not the URL(Wi-Fi).

Do you want the Wi-Fi or Comm. Port method to communicate with the scanner?

{edit} You want to get ProScan communicating with the scanner first so do these steps.
1) Go to the Comm. Port menu
2) Select URL in the Port box
3) Click the URL Setup button
4) Click the Auto Detect IP Scanners button
5). See if the scanner shows in the list. If so then click the Set Selected... button
When I do ip auto detect it doesn't show the scanner

See this image. Auto Detect button is double circle.
If you don't see the scanner in the list then go back in to the scanner menu Wi-Fi Setup -> Show Wi-Fi Information. Does the IP show the address?

Still isn't showing

I see 192.168.0.12 and your screenshot URL box is showing 192.168.1.12 so I don't think your scanner is on the same network as the computer running ProScan. Do you have two routers by any chance. I think that would create a double NAT issue but I'm not a network guy.
Perhaps type in 192.168.0.12 then hit the Reconnect button.

If the scanner weren't communicating with Proscan then you wouldn't see a display at all. Scanner's display shows up in your screenshot. What aren't you able to do?

What should the metadata source have
Channel name, Frequency, and Tone. You may want to put a space between the %C [add space here] %F [add space here] %T
That's when the scanner is not in menu mode and stopped on a active channel.

Step 19 isn't showing what the instructions have
