Which local and state public safety agencies cannot be monitored at this time?

Philadelphia PA FD fireground channels - encrypted

Orange County CA law enforcement agencies - encrypted

Edison Twp NJ PD - encrypted

Boston MA PD has 1 encrypted channel

Mass State Radio techs might have 1 encrypted talkgroup

Phoenix AZ PD - new chase channels are encrypted

Duval County FL law enforcement has recently gone encrypted

?Toronto Canada ambulance to hospital channels - encrypted - or is it Calgary Canada?

Lancaster County PA OpenSky

Pennsylvania Statewide OpenSky TRS

?EDACS ProVoice systems?

Motorola ASTRO VSELP - Cleveland Ohio and Memphis TN

Plus assorted other law enforcement agencies that encypt their SWAT channels or dispatch channels on a fulltime or parttime basis?

Lexington MA PD - parttime encryption of dispatch channel.

Don't forget Pro Voice systems like San Antonio, Texas, which also includes use of ESK, and DFW Airport Public Safety.
Auroa, Colorado is Pro Voice, too. Lakewood, CO is EDACS AEGIS, which is also unmonitorable, I think.

Two more OpenSky systems include Cumberland County PA, and New York's new statewide system.

Pennsylvania's Open Sky system is way over budget and several years late. It's never been on the air, except in the Harrisburg area. In fact, there have been calls for inquiries and new bids (adding to the budget overage). It's a real mess, and personally I doubt it's ever going to go statewide. The poor residents are paying for this debacle with their tax dollars. :evil:

There's been numerous posts on Strong Signals and some on Phillyscanner about this.

Also I read somewhere that Lancaster might be abandoning their open sky system for Motorola; not sure of the source, and I'm also not quite sure about whether that was Lancaster city or county. But hopefully for the scannists in the area, it's the beginning of a trend. :wink:

M/A Com strikes again!! Now maybe NYS will look into getting a Motorola system for their statewide network. They should look at the models around the northeast...New Jersey, Connecticut, Massachusetts...haven't heard any complaints about the Connecticut statewide system, but I hear a lot of complaints about M/A Com systems... :twisted:

Greenwich Police have optional encrytion

Milford Police have full time encryption

New York:

Buffalo Police have two encrypted channels

New Jersey

Hoboken Police have one optional encrypted channel on new 800 system

Yes it sux seeing more and more systems encrypting. I love listening, always have the scanner running in the room even though I may not be paying attention to everything.

When I hear of a Public Safety system using encryption, espcecially when it's a fire department system, I feel cheated. My tax dollars at work buying big money radios so I can't listen in and enjoy my hobby. :?
Sure they could encrypt a Tactical channel or two and switch to it when they need to talk about something in a secure channel.

But when it comes to my cordless phone, I must have some technology in mine since I know how easy it is to eavesdrop with a plain FM phone on 49mhz, etc. Digital Spread Spectrum (DSS) is what I've been buying for years now. Sure it can be monitored but your neighbor won't likely have the equipment to do it!

Well I guess time will tell how this is going to pan out. I remember feeling like the scanning hobby would never be the same when 800mhz truning systems started popping up everywhere. But, encryption is the end-all move. There will never be a scanner marketed that can break any kind of encryption.

APCO25 is one thing. It makes a lot of scanners somewhat obsolete. But encryption is the final blow to the hobby.

M/A Com strikes again!!

Nevada Shared Radio System, statewide EDACS, oops, nevermind even they can't listen to it since it's not working after pumping 10 million dollars into it! :evil:

Some sites are coming online but the Troopers carry cell phones to call in plates in areas where there is substainial "dead spots" due to lack of coverage and 800Mhz.

We can add North Reading PD in Massachusetts to the list - I am told that they are often encrypted.

Can anyone confirm that LAPD detective channels are encrypted? How about the NYPD Intelligence Channel and the NYPD Comm Division Channel?

Any other encrypted local or state agencies out there? How about agencies that use voice inversion scrambling?

Here's three Westchester County, NY villages using occasional speech inversion:

Croton
Hastings on Hudson
Pleasantville

Dover Twsp PD in Ocean County NJ has encryption on all of it's P-25 police channels but it is not on all the time, only when needed.

The City of Montgomery Alabama:

All of the FD is ProVoice
All of the PD is ProVoice, except for the analog dispatch channel and Riverwalk Stadium talkgroup
Housing Authority Police is ProVoice digital

Using T4Win, i've found another agency that is all ProVoice digital on 3 or 4 talkgroups, but they don't interact with the MPD. Hmmmm....

Others in Alabama that aren't monitorable:

Alabama EMA - SouthernLinc
Auburn University at Montgomery PD - SouthernLinc
Alabama State DOT - SouthernLinc (although they still use some VHF.)

Quite a few local PDs, FDs, SOs and the Alabama State Department of Public Safety use SouthernLinc or NEXTEL to augment their VHF or UHF comms.
