A Part 90 radio needs to have FCC certification for that service where a radio for amateur service does not. Using a Part 90 certified radio on the ham bands does not violate certification requirements, but modifying an amateur band radio for use on commercial frequencies does.
Another requirement of the Land Mobile radio Service (Part 90) is narrowbanding. Part 90 certified radios meet this capability while amateur band radios do not.
