which software programs will work with windows 10?

This is entirely too broad a question, crippled. For which scanner(s) are you programming? What programs on your Win7 computer do you have?

So far it's not the programs that have issues, sometimes it's the USB drivers that give folks headaches...Mike

I'm using the Whistler ws1065 I downloaded the ARC500 trial version which says it's compatible so I guess I'll give it a try. Thanks!

If it doesn't run under "regular" Windows 10, you can try running it in Windows comparability mode.

Run Old Software on Windows 10 with Compatibility Mode

Microsoft is looking toward the future with Windows 10, but you might have some older program that you still need to use, try Compatibility mode to make it work.

The thing that will almost certainly give you headaches is the USB driver for your cable. There are significant changes in Win10 and how it determines if the driver is compatible. Beware of this....Mike

What about running an older version of Windows in a Virtual Machine and installing an serial card if needed?
