Whistler 1010 help

I just got a Whistler 1010 scanner & when scanning i can't get it to pick up anything but weather. I'm a scanner addict & had this scanner before. It actually helped me escape a wildfire in Northern Cali in 2018. I even know how to program frequencies. But I can't get it to store any frequencies either. It was brand new factory sealed when I got it too.
The display reads "ALL CH L-out" and banks 1,4,5,6 do not have the line under it when I turn it on.
Last time I bought this scanner I think I remember having the same problem but forgot how I fixed it.

Welcome to the RR forums. Sacramento Regional Radio Communications System is heavily simulcast so you'd be much better off with a Uniden SDS100 or SDS200 to track this system due to simulcast distortion you're likely encountering. An SDR dongle paired with SDRTrunk may also work for a fraction of the price but the drawback is a PC is needed to run it

Well, the Whistler 1010 scanner is analog, so simulcast wouldn’t be the problem.

Exactly. Besides not being able to handle digital transmissions, it can't monitor trunked systems, nor will it accept 700 & 800MHz frequencies. Unfortunately, three strikes & it;s out.
