How to program my Whistler ws1040 to my local police I live smith county tn

It appears that Smith County Sheriff and Carthage Police are using DMR which your scanner cannot decode. Smith County Fire and EMS also use DMR. You can only receive frequencies with a Mode of FMN. Try the FMN frequencies to see if they are still used. Someone in your area is in a better position as to what is active.

You can only receive frequencies with a Mode of FMN.

I was referring only to the list shown. Your scanner is also capable of P25 conventional frequencies as well as P25 Phase I trunked systems. It will also receive LTR and EDACS analog trunked systems and Motorola Type II trunked systems.
