I need help programming my scanner if anyone can assist me I have all the software and the membership and access but when I download to the scanner it’s says no TSYS

as tvengr has already asked, which software are you using?

Looking at your pic, I'd guess that you added a talkgroup, but not the site frequencies.

Also note that while your WS1040 can be programmed to receive your statewide system, the main system in your home area, ORION. has a number of P25 Phase II talkgroups. Talkgroups on ORION that are labeled with a D in the Mode column are P25 Phase I, which your scanner can receive. But those labeled, instead, with a T are P25 Phase II, which your scanner cannot receive. PD & Fire dispatch for Omaha are both labeled as T, P25 Phase II.

Talkgroups labeled DE or TE are encrypted, & no scanner will ever be able to receive them.
