Whistler 1065 can't get law enforcement channels.

Lost in the woods here, new to setting up a scanner and thought I had it but to no avail. I am using GRE/RS editor and was able to get the frequencies from this site installed. Not picking up law enforcement activity though. Sorry if I am weak and explaining, just new.
