Whistler 1065 Scanner help

I have a new Whistler 1065 scanner that I am trying to get into operation. However, it doesn't pick up anything when I do a spectrum scan. Someone told me that all the public safety services here (near Covington in Alleghany County) are now encrypted. Then, another person said that only the police communications are encrypted. I am a newbie as far as scanner operation and my only previous experience was with a very old Uniden 16 channel analog scanner. I did notice that it isn't picking up anything these days either so something must have changed here. Any info/advice on this will be appreciated! Thanks in advance!

The police are, EMS and fire are open. State Police is in the clear also.

The Whistler 1065 may not be the best choice to monitor this system due to simulcast distortion which your explanation above seems to describe. If I were you I'd sell the scanner to help fund a Uniden SDS100 (handheld) or SDS200 (base) to get the job done right
