Is it stuck open on all channels or just on one particular channel? Could it be a control channel you have programmed in as conventional or are hitting during a search?

It picks its own channel
Firmware up to date? If so, perhaps try resetting global settings to rule out anything software related with the radio? Looks like there's a way to do it while leaving memories in tact

It only lets me scan regular on my favorites. Other than that it will stop on any certain frequency and just be pure static
