Hi Group,

Does anyone have collected file to use for a Whistler WS1040 handheld scanner radio? I'm attempting to create a new file from scratch and not going well, please help?

I'm not sure what program you're using, but if you want, I can walk you through it.
Teamviewer would be the easiest option since I can see your computer from mine, and control if needed (you can limit this if wanted as well)

I tried. I collected for Colleton County, public service law enforcement only for local law enforcement, highway patrol.

The database shows that the Colleton Co Sheriff Dispatch and Fire Dispatch are encrypted on the Palmetto 800 system. I included the Fire Dispatch conventional frequency. I set up the file so that you can scan by site. There are 4 systems with each one using a single site. The Walterboro and Canadys sites are about the same distance from you. I also included the Dorchester Co site which should also be within range. The Edisto Island site will probably be out of range, but you can use it if you travel in that direction. You will be able to select which site or sites you scan by pressing 1, 2, 3, and 4 on the keypad. The conventional frequencies are on scan list 5. Save the attached zipped file to your computer and extract. Open the extracted file with ARC500. Go to the Scanner tab and Upload to Scanner. Scan lists as follows:
Scan Lists:
1. P800 Edisto Is
2. P800 Walterboro
3. P800 Canadys
4. P800 Dorchester
5. Colleton Co Conv

Yeah, unfortunately you're mostly out of luck for monitoring Colleton County public safety. Sheriff's office, Fire and EMS are almost entirely encrypted. I haven't monitored extensively there, only when passing through on I95. I believe that Walterboro PD is in the clear, oddly enough. Perhaps Walterboro FD is also, if they're an entity separate from the County fire department.

FYI the Edisto Island site appears to be part of the Charleston County "section" of the system. This means that you won't hear the common state and surrounding agencies. If you're in range to receive that site, likely you'll hear some Charleston County talkgroups (where law enforcement is also encrypted) along with Edisto Island agenciees. I believe Edisto is in the clear.

If you're closer to the Canadys site, you'll likely hear a good bit of Dorchester County radio traffic, if that's of interest at all.

You might get a better response by requesting to move this thread to the South Carolina forum.

Lived in Dorchester County, in the subdivision of Summerville, and eventually realized they scramble almost everything. Dorchester County operates in my previous subdivision, and for the most are unscrambled. Believe I will have to improve my receive with an outdoor antenna, next of many projects.
