The scanner is capable of decoding the system, yes, however it may have a tough time doing so due to the nature of the way the system is simulcast. There are literally hundreds of threads on this site discussing the difficulties of receiving simulcast P25 systems with most scanners, I would suggest searching for "simulcast distortion" and reading up about it.

Note this appears to be a P25 Simulcast system. If so, your reception may vary from ok to terrible depending on where you are located. The Uniden SDS100 & SDS200 scanners (and Unication pagers) are the only models capable of reliably receiving Simulcast systems.
