I am very new to scanning. is a Whistler WS 1040 a good basic digital scanner to get started with?

Yes. Unless you have phase 2 P25 systems in your area (they are fairly new, but the new trend) the 1040 will get all but phase 2.

For another $100 the Uniden 436 is on sale right now for a short period on Amazon. One of the best handheld scanners out there.
