Whistler WS1040

I used radio reference to program my new Whistler 1040. I am on a Project 25 phase I system. After downloading to the radio, my medical/fire channels seems to work fine, but on the police dispatch channels i just get a bunch of noise (best described as gobbledygook). Am I doing something wrong? Thank you.

The first thing to ask is where you are (county/state is fine) and precisely what system you are trying to hear? It may be that the cops are encrypted, but the med/fire talkgroups aren't. But without a bit more from you, it's nearly impossible to answer this accurately

If you are listening to Bonneville County under EICAWIN, you will see that your cops are indeed encrypted. Nothing you can do about this - encryption can't be broken by scanners, and it would be illegal to do so. Here is the database listing for EICAWIN
