According to the database, these are two of the three training TG's used for Albemarle County Fire/Rescue.

As BoxAlarm said, yeah these are talkgrounds that Albemarle County and Charlottesville use to train on for various training purposes. In other words, "Training A" and "Training B" aren't actual people.

I am a volunteer firefighter for Charlottesville, and these are used from time to time.
