Who uses this freq?

I listen to it (856.1375)and it seems as if a number of differant people are using it.

Every now and then I here the police (?) call it plates and at other times it sounds like repair people using it.

After looking at it some more I would guess the police I'm here on it are the Sisseton/Wahpeton Sioux Tribal Police.

Is there some way of telling who else I'm hearing or is it just the Sisseton/Wahpeton Sioux Tribal Police using it?

I think you are hearing a trunked system. Try reading the information on the following link.

There are probably more freqs that go with that one not to mention the TGID's. If it isn't a trunked system then try searching for it on the FCC database site below

As pointed out that is Millbank Comm. with the tower located at Summit. The S-W Tribal police is the only Pub Safety I know of on this system. The rest of users are mostly farm or farm support operations. There are some electrical distribution people on it, but I am not sure if it is Otter Tail or not.
