why a segment is missing from an archive? is there a way to find it out?

why this happens? i know different reasons but is there any way to find it out and also about the exact date and time

You'd have to talk with the feed provider.

Anytime a feed goes offline (even if only for a few seconds) the recording of the current 30 minute block of audio is aborted and recording doesn't resume until the time when the aborted recording would have normally ended. The fact that a gap exists in a feed's archive indicates that the feed went down sometime while that block of audio was being recorded.
