Why did this happen ?

The other night while scanning . My local med channel was making a transmission on 155.220 with its ct : tone 103.5 programed in. I noticed on another scanner at the same time this frequency with a tone of 110.9 was making the same transmission.
103.5 is my local tone. 110.9 is the tone for the same frequency in the county next to me.
Why did the 110.9 tone pick up the 103.5 radio ? Another thing is the reception was better on the 110.9 tone than on the correct tone . WHATS THAT ABOUT ?

Interesting.... I thought I knew the answer to this, but I'm in the dark also. Haha..

Sounds like a simulcast to me, I don't see why two PL tone generators can't be switched on at the same time. That's one possibility, the other is a flaky scanner, programming error, etc. Did you discount the possibility before asking?
