Why does this NOAA stream have a different voice than the one on the radio?

I just found this rebroadcasting service for South Florida NOAA Radio:

I selected my local KEC50 - West Palm Beach station. This is indeed a valid stream, but why is the voice completely different than the one on the radio?

It sounds like the regular voice to me, just with a lot of artifacts.

Along with the artifacts (compression), the sample rate of the receiver providing that feed can also affect the audio. I have noticed my SDR streaming feeds of NOAA weather, ATIS, etc., have increased bass tones after processing.

* Note: When using the same SDR's and monitoring directly, it sounds normal or as it would on various other receivers.
