why offline so often for so long

I have been wanting to listen to Jessamine County Fire, Police, Ambulance and the like but it is has been off line for two days now, why does it happen and why for so long. I was considering a premium membership, but if every week or two I'm prevented from listening for two days or more, it wouldn't be worth the money.
