If you receive it normally, just not in one specific location: that's not abnormal.
Signal reception is spotty in many places, especially for scanners. The actual Mot radios do better, but even they're not 100% (and I'm sure someone with way more knowledge could tell you what coverage % Mot promises).
Scanner reception is at best decent. Using stock antennas you'll get poor performance the majority of the time. It seems you've got to be at the right location and elevation to get a decent signal. I lived near Sylvan and Auburn for years and the reception was HORRIBLE. ( back in the BC-245 ver 1.0 days )
Now talking about actual Motorola radios;
There are a lot of "dead spots" throughout the county, especially in Orangevale, Fair Oaks, Carmichael and parts of Rancho. I think you would be surprised to know some of the "major" intersections in the county ( where business burgs , accidents & other mayhem occur ) that are total dead spots. There are many, many apartment complexes that also kill the signal. You would think that some of the rural portions, or outskirts of the county have bad reception, but that's not the case. Most of the dead spots are in very well populated areas. It's beyond frustrating. It's disgusting.
PS
I'm not going to go into exact detail where some of the dead spots are loctated for officers, that's just not appropriate.
