depends what region you live in and what you want to hear. they have a vhf plan with pl coding. and yes there is occasional digital traffic but is not the norm.

The State Patrol also has TG's on the Sheboygan County TRS.

During the US Senior Open at Whistling Straits, the State Patrol operated a low power repeater.

For Stateboy:

From my location near Green Bay this time of year, my BC855XLT scanner and VHF beam are picking up 'robot' voice call signs for the State owned MARC repeaters located in DePere (KTV912) and FondDuLac (KFA417). Any idea as to why these are using digitally processed analog voice rather than a code keyer? Also, these seem to be on standby 24/7 - Any thoughts?

Page two "Repeaters" talks about the voice ID.

What do you mean by "stand by 24/7"....just IDing, or ON and repeating?

I have seen several different setups to interface a voice id to a MARC repeater. Perhaps the voice ID is active all the time so that the designated agency is in compliance of "24 hour monitoring of the channel." Yet the repeater is not active until the correct DTMF sequence is sent or E&M signal turned on by dispatch. Just a guess, or else someone has their repeater on all the time :roll:

Just an FYI - The DePere MARC repeater keys up every 15 minutes with this robot voice announcement: "Wisconsin State Patrol DePere MARC, KTV912".

I have heard some voiceless keying up activity on that 151.280 frequency at the same signal strength as the DePere repeater at random times throughout the day or night. I have also heard the Winnebago County MARC key up at the same time. I know it was Winnegago because it has a longer, dis-similar length repeater time-out than DePere. SO, in addition to Winnebago County's MARC being on 24/7, it seems as if the DePere MARC is on in standby 24/7 as well. I haven't heard the FondDuLac MARC get keyed up as much as the DePere system, but it does happen... in fact, I have heard all three on at the same time on just a couple of occasions with three different repeater time-outs - supposedly all being triggered by the same mobile unit somewhere close to all three... possibly geographically in Calumet County or Outagamie County ???

With the MARC protocols in effect and these systems to be made available only when absolutely necessary, it seems that there are some agencies who are not following those protocols at this time. Personally, I couldn't care less, but if someone must use their local MARC repeater and two others near by key up at the same time, it's going to become an interferance issue in not being able to communicate through three high ERP carriers. This can potentially become a personnel safety issue.

I'm trying not to be a smarta$$, but the first thing that pops in my head is:

Because BOC can? Beats having to manually ID them. Are they being keyed up 24/7 by others or do they just ID?

I have heard some dead carrier testing on the Fondy and DePere MARC's but they normally get keyed up at the same identical time as well as the Winnebago County MARC... All three on at once REALLY howls at times... and three different repeater time-outs makes for an interesting series of noises coming out of my BC855XLT scanner... LOL.

Kind of sounds like a mobile or some radio repair service using an HT somplace in the geographic middle of all of them....(possibly from Chilton or Brillion areas.) Just kind of interesting that they are all switched on at the same time 24/7 and aren't supposed to be... with the possible exception of Winnebago County who may have an exemption as mentioned by someone here awhile back. (?)

Interesting that they would all be on and now at least I know where the 3rd one is from. I actually 98% of the time can't hear the FDL one from Sheboygan believe it or not however DePere is full scale. Then again nothing from FDL comes in here except the S.O. because of the ridge blocking us at the Kettle Moraine. I do know what you mean with the 3 repeaters at once.. Winnebago was doing a water rescue earlier in the week and all 3 machines were getting keyed up at once and it was completely unreadable. Perhaps this is in some sort of testing phase as these are newer machines to be set-up and running..
