Wierd data

Does anyone know what this type of data is 3m 20sec in Japan Earthquake - As it Happened on Live TV [ENGLISH SUB] - YouTube. I found it to be 640 and 1020 carrier, here is an image from SpecLab. Thanks in advance.

Where did you hear this? Frequency?

Well, it was on the youtube video. I thought this would have been a good place to ask it at seeing as how it might be RTTY, I was just wanting to decode their EAS system and see their version of what it said. Because in the SAME header in the US it would be something like ZCZC-WXR-EQW-county-time-date-station relaying info, and then the NNNN. I just wanted to shed some light on it. Sorry if this is the completely wrong section.
