What is the process for this? Do they normally switch off or remove all the equipment also?

Are you sure that is an EDACS control channel? Could the freq have been repurposed to another system?
I'm fairly confident. It matches the frequencies licensed for the Will County EDACS system. It doesn't sound like a P25 control channel.

There is still a EDACS control on 851.7625.
I have full 5 bars in Dwight.
Some one suggested that one site from the old EDACS system maybe transmitting this and it may not be able to be received in all parts of Will County.

I set the system back to Normal Display (from Deprecated status) in the database.

I cannot hear anything on 851.7625 in Joliet and I'm down the street from Amita Hospital where the CC was mounted

I am going to put his out there.
I have been receiving an EDCAS cc om 851.275 about a month ago.
Now it has switched to 851.7625.
These are frequencies that were used in the old Will Co. EDACS system.
To the best of my knowledge that system has been off the air.
I can not find ant other agencies licensed to these frequencies in the area that would use an EDACS system.
I am receiving this in Dwight with an outside antenna, 5bars, RSSI on ProScan 398.
I have received a confirmation on this signal Ron in Joliet.
Can anyone shed light on this.
Thanks

The system is depreciated and not being used.

Did a little search
There is a system in Chicago (Heartland Communications) that is a Motorola trunked system and uses 851.7625 the site in chicago has a 30 mile range listed.
Also,
There is a site (Hamilton Simulcast) on the P25 system Indianapolis Department Of Public Safety (Unlikely that this is the system)

I know that the EDACS system was configured to 'roll' the control channel daily. This is likely why you are seeing it still moving around. While St. Joe's Hospital was one of sites, it was a simulcast system at 8 sites. Perhaps some or most of the sites have been shut down since the transition to Will County's P25 system a few years ago.
