When will governments ever learn, whether they be federal, state or local, never depend on a public network during a disaster. Even small events like the tembler that hit DC and the east coast took down the great 3g and 4g networks all up and down the east coast, imagine the problems if another 911 sized event took place. We would be like Japan after the earthquake last March using CB radios for comms.
