Will Hopkins Co be going encrypted when they go to P25?

They are building the towers now as I speak. It was in the local paper they will do its complete change over in Jan-Jeb-2014.. Do anyone here know if it will be encrypted? All I get from the database is.. "Project 25 Phase I" "PCO-25 Common Air Interface Exclusive "
