It looks to me like WPD and WFD use the statewide system for comms, but I've read in posts referring to the "City System". Was this an old system that was shut off when they moved to the statewide systems? So, do they use the state system as their primary system or? OK, thanks.

I believe it is called "the city system" because it is it's own "system" in a sense despite the fact that it is part of the state TRS.
From the state TRS database : "Technically, the Wilmington City site is part of the delaware statewide system and is identified as Site 4.
Only Wilmington City radios affiliate with it but any state agency can get on the system by selecting a city TG (if it is in their radios)..."
Wilmington uses site 4 as their primary radio system.
