WIN 500 2.06 HTTP Error

I am using WIN 500 2.06 and was trying to download Florida Counties on Radio Reference and I am getting an error HTTP/1.0 503 Service Unavailable . There were no counties in the Florida file. Please help.

I'd hazard a guess here at a possible firewall issue blocking access...Mike
