If I wanted to do such a thing, here's what I'd do:
1. Use Win96's Web Import function to get the data from the RR database into one or more Win96 banks, making sure to import no more than 100 talk group IDs into any single bank.
2. Leave Win96 open, and launch Win95
3. Select a destination bank in Win95.
4. Set the bank's trunking mode and, if necessary, fleet map. Note that this must be done before step 5.
5. Copy/paste channels and talk groups from Win96 to Win95. Some juggling of talk group positions might be necessary, as the PRO-96's "sub-banks" each have 30 IDs, while the PRO-95's each have 20. That is, if you downloaded 60 IDs into a single Win96 bank, you could put 0-00 through 0-19 into Win95's 0-00 through 0-19, 0-20 - 0-29 into Win95's 1-00 through 1-09, etc.
6. If necessary, edit Win95's Motorola base/offset/step settings to match Win96.
7. Repeat steps 3 through 6 for each additional bank you populated in step 1.
