win96 and VA STARS

Programmed Fauquier County and VA Stars on Pro-96. Fauquier County is coming in great. Stars is not. Programmed Pro-106 with win500 and everything is working great. Tried to update firmware but the latest version is from 2007 and already on scanner. Played with some of the settings, but still no stars.

It didn't help....unless I'm doing it wrong. When I go to the extended tables, do I click on anything under the 9600? When I originally did it, nothing was bullet pointed.
