Win96 PL issues?? Pro-2096

When I upload a list of frequencies to a Pro-2096, the PL tone never makes it to the channel, even though they are all programmed in Win96.

Has anyone else seen this? Am I missing something? It is a lot of work to manually enter all of these codes.

Any help is greatly appreciated
