Win97 not saving frequency programmed in Pro-163

This is a question for DonS, or, anyone who thinks they can give me a credible answer. I have a frequency, 765.4375, That is programmed in the 163. When read to Win97, it shows the frequency and CTCSS. But when I save it, it reverts to 806.0000. Is this a bug in the software? It doesn't matter which version of Win97 I use. The frequency reverts to the aforementioned.
